禁令与豁免:安全审查下的供应链突围

从行业视角看,FCC 目前的审批分为两条通道:快速豁免(Expedited Waiver)针对此前已获 FCC 认证、因轻微硬件改动需重新审核的消费级路由器;有条件批准则适用于从未经过 FCC 认证流程的新品,包括 Wi-Fi 扩展器等。一家宽带 CPE 企业高管透露,多数公司已在路由器和网关的上市流程中预留约 8 周应对 FCC 审查,但 ACA Connects 和 NTCA 的经历表明,实际审批周期可能显著拉长。

梳理 FCC 公开数据可见,获批名单已相当可观。AT&T、Verizon、CTIA、USTelecom、NCTA、Sercomm、Arcadyan、Askey 等均已拿到一年期快速豁免;有条件批准则覆盖了 Netgear 的 Nighthawk 系列、华硕多型号路由器与 5G MiFi 系列、亚马逊 eero 及 Leo 路由器、诺基亚 Beacon 系列、Calix GigaSpire 系列以及 SpaceX 的 Starlink 路由器等。NCTA 已提交第二份范围更广的豁免申请,Vantiva 针对供 AT&T 部署的 BGW620 网关的多份请愿仍在等待审批,Actiontec 的快速豁免请求亦未落地。

Roughly three months after ACA Connects and NTCA–The Rural Broadband Association submitted their request, the FCC's Office of Engineering and Technology [granted](https://www.fcc.gov/document/oet-grants-ntca-and-aca-petition-expedited-waiver) the organizations an expedited waiver for routers that require relatively small hardware changes, including alterations to memory and other components that are being impacted by ongoing supply chain constraints or reaching end-of-life. Under the order handed down on September 29, the FCC waiver essentially permits the organization's members and their suppliers to make necessary Class I and Class II hardware changes to consumer-grade routers and broadband gateways that were on the agency's "Covered List," which includes devices deemed to be a threat to national security. Generally, Class I changes include minor modifications that don't change the RF characteristics of a router, and Class II includes more substantive modifications that may alter RF performance or device emissions. Several other suppliers and organizations have obtained similar one-year expedited waivers, including Arcadyan Technology, Askey Computer, AT&T, CTIA, NCTA, Sercomm and USTelecom. NCTA recently filed a [second petition](https://www.lightreading.com/regulatory-politics/ncta-seeks-second-exemption-from-fcc-s-router-ban) for an expedited waiver. The FCC said the waiver granted to ACA Connects and NTCA serves the public interest "by preventing disruptions to the availability of broadband" for their respective members while still fulfilling the national security aims of the rules. The waiver will allow "hardware upgrades necessary to ensure a continuous supply of consumer broadband routers in the face of persistent supply-chain shortages," ACA Connects and NTCA said in a [joint statement](https://www.ntca.org/newsroom/press-releases/2026/30/ntca-and-aca-connects-statement-fccs-grant-their-router-waiver). ##### Expedited waivers and conditional approvals Expedited waivers, such as those granted to ACA Connects and NTCA, are generally focused on consumer-grade routers that have previously been approved by the FCC, but must be reviewed again in light of any minor hardware changes, an exec with a broadband customer premises equipment (CPE) company tells Light Reading. The FCC is also granting conditional approvals, which typically apply to new router products, including Wi-Fi extenders, that have not previously gone through the FCC's certification process, the person added. The FCC's router ban was [adopted in March](https://www.lightreading.com/security/fcc-disrupts-home-broadband-with-sweeping-foreign-router-ban) to clamp down on potential national security threats and to encourage suppliers to bring manufacturing stateside. While the ban does add a degree of uncertainty for suppliers and broadband service operators, most of the companies contacted by Light Reading say they have been building in about eight additional weeks to the process for routers and gateways to account for these FCC reviews. However, as ACA Connects and NTCA just saw, the FCC approval process can take much longer.
