FCC批准SpaceX部署1.5万颗D2D卫星,九年内完成组网

美国联邦通信委员会(FCC)正式批准 SpaceX 部署多达 15,000 颗直连手机(D2D)卫星,为 Starlink Mobile 下一代星座的规模化扩张扫清了最后的监管障碍。这份命令为 SpaceX 设定了明确的部署节奏:2032 年 10 月 7 日前须完成半数卫星的发射并送入指定轨道,整个星座则须在 2035 年 10 月 7 日前全部投入运营。考虑到此前 Eutelsat、Viasat、DirecTV 和 SES 等多家运营商均对该申请提出异议,此次获批标志着 SpaceX 在频谱协调和轨道资源争夺战中又下一城。

从4M到150M:V2卫星的性能跃迁

FCC 的放行为 SpaceX 部署更高容量的 V2 Starlink Mobile 卫星铺平了道路。根据官方披露的性能目标,V2 卫星将支持最高 150 Mbit/s 的用户速率,相比当前 650 余颗 D2D 卫星所提供的 4 Mbit/s 有了近 40 倍的提升。这一跨越意味着卫星直连服务有望从“应急短信”级别真正迈向可承载语音和宽带数据的商用级别。

实现这一目标的背后是运力依赖。体积更大的 V2 卫星需要 SpaceX 自家的 Starship 重型运载火箭批量投送。Starship 已在 9 月 28 日的试飞中首次进入轨道并释放了 26 颗高容量 V3 Starlink 卫星,但其二级的“塔架捕获”回收尚未尝试。Starship 能否尽快实现快速复用,将直接决定 1.5 万颗卫星的部署进度能否卡住 FCC 设定的时间节点。

FCC 同时要求 SpaceX 履行严格的报告义务:每年 1 月 1 日和 7 月 1 日提交半年度报告,更新部署进展,包括已退役卫星数量及再入大气层的卫星数量,以便监管方追踪轨道碎片风险。

监管松绑与运营商博弈并行

此次批准正值 FCC 准备对“太空补充覆盖”(SCS)规则进行现代化改造之际。FCC 将在 10 月 29 日的公开会议上投票表决一项提案,在允许移动运营商向卫星服务商出租频谱的既有框架上,再释放 482 MHz 频谱用于 SCS 服务。FCC 主席 Brendan Carr 在声明中表示:“近年来规则显然需要大幅更新,本月我们将审议一项计划,在扩大可出租频谱的同时,减少交易流程和二级市场交易的监管障碍。”

对 SpaceX 而言,监管松绑与运营商关系的变化同步上演。EchoStar 旗下的 Boost Mobile 已确认将接入 SpaceX 的下一代 D2D 平台,而美国主要无线运营商近期组建的合资公司(JV)正在集体与低轨卫星运营方谈判。New Street Research 分析师 David Barden 指出,JV 的成立“强化了无线运营商的集体议价能力,如果联盟维持下去,未来卫星运营商合作伙伴的谈判地位将被削弱”。

与此同时,SpaceX 与现有合作伙伴的裂痕也在扩大。T-Mobile CEO Srini Gopalan 近日透露,D2D 流量仅占该运营商网络总流量的 0.0002%,随后 T-Mobile 被报道悄然从其 T-Satellite 官网撤下了 Starlink 的品牌标识。SpaceX 自建地面网络的野心更是加剧了紧张局势——MoffettNathanson 分析师 Craig Moffett 形容 SpaceX 正在“谈判、哄劝,必要时施压,以求与三大运营商之一签订 MVNO 协议”,但截至目前 AT&T、T-Mobile 和 Verizon 三家均明确表示无意与 SpaceX 签署此类协议。

SpaceX, whose application faced objections from companies such as Eutelsat, Viasat, DirecTV and SES, has nearly 10 years to complete the planned/authorized deployment. The FCC order requires SpaceX to launch 50% of the maximum number of satellites and place them into their assigned orbits no later than Oct. 7, 2032. SpaceX must then launch and begin operating the remaining satellites necessary to complete its authorized D2D constellation no later than Oct. 7, 2035. SpaceX will also be on the hook to provide semi-annual reports – by January 1 and July 1 each year – to provide updates on the deployment, including the number of satellites that have been removed from operation and the number that have reentered the atmosphere. The FCC order paves the way for SpaceX to deploy and launch higher capacity "V2" Starlink Mobile D2D satellites. SpaceX is [targeting user speeds up to 150 Mbit/s](https://satnews.com/2026/02/25/spacex-unveils-150mbps-performance-target-for-upgraded-direct-to-cell-starlink/) for V2, up from 4 Mbit/s for its current offering running on more than 650 D2D satellites. SpaceX will be leaning on the success of its massive Starship rocket to deliver these larger D2D satellites into orbit, and to do so in volume. Starship, a vehicle designed to eventually become rapidly reusable, entered orbit for the first time on its [September 28 test flight](https://www.lightreading.com/satellite/starship-reaches-orbit-releases-26-high-capacity-v3-starlink-satellites). SpaceX has yet to attempt a tower-catch of Starship's upper stage, but is expected to try it in future test flights. The FCC order also comes as the Commission prepares to vote to modernize its Supplemental Coverage from Space (SCS) rules and build on a framework that lets mobile carriers lease spectrum to satellite providers for D2D services. The proposal, which is set for a vote at the FCC's October 29 Open Meeting, aims to make an additional 482MHz of spectrum available for SCS. "[I]t's become clear in recent years that the rules need a major refresh. So, this month, we will consider a plan to make more spectrum available for leasing, while cutting down regulatory barriers to deal flow and secondary-market transactions," FCC Chairman Brendan Carr said in a statement released today. Once SpaceX's next-gen D2D program starts to ramp up, it will provide a new option for the company and, possibly, for mobile carriers that view D2D as an increasingly important capability. EchoStar's Boost Mobile will be among the mobile service providers that will tap into SpaceX's next-gen D2D platform. The JV's formation "strengthens the wireless carriers' collective bargaining position and potentially weakens the negotiating standing of future satellite operator partners, if the collection holds," New Street Research analyst David Barden explained in a [research note](https://www.newstreetresearch.com/research/us-telco-carriers-finalize-leo-negotiation-jv/) (registration required). Meanwhile, cracks in some existing D2D relationships continue to form in the face of SpaceX's [ambitions to build a terrestrial network of its own](https://www.lightreading.com/5g/small-cells-big-mess-why-musk-s-spacex-telecom-plan-won-t-work). That ties into [ongoing efforts](https://www.lightreading.com/5g/spacex-might-build-and-buy-its-way-to-a-terrestrial-wireless-network-report) by SpaceX to "negotiate, cajole, and, if necessary, coerce, in an effort to secure an MVNO agreement with one of the Big Three," as MoffettNathanson analyst Craig Moffett puts it. So far, the Big Three (AT&T, T-Mobile and Verizon) have said they do not intend to sign MVNO deals with SpaceX. Tensions are surfacing elsewhere. After T-Mobile CEO Srini Gopalan noted that [D2D usage represents just 0.0002% of the operator's total network usage](https://www.fierce-network.com/wireless/t-mobile-ceo-satellite-traffic-tiny-compared-overall-network-usage), it was reported that T-Mobile recently [removed references to Starlink](https://www.pcmag.com/news/t-mobile-quietly-drops-starlink-name-from-its-t-satellite-website) from its T-Satellite website.
