关于用户从LTE进行RAU到3G的疑问

当用户从LTE进行RAU附着到3G的时候,对于Gn的SGSN，MME会把eps bearer context映射成PDP context发给SGSN，我看23.401里面有段话：During the successful Inter-RAT TAU/RAU/handover procedure and ISR activated is not indicated to the UE, the old S4 SGSN/old MME changes the EMM state of the UE to GPRS-IDLE/PMM-DETACHED/EMM-DEREGISTERED。我的问题就是用户成功在SGSN 附着之后，按照规范，MME 会删除所有承载上下文，包括SGW和PGW的承载信息。那SGSN从MME 得到的PDP有什么作用呢？即使用户激活对应的PDP ，但是SGSN不能要求PGW 分配哪个TEID啊。
