When the last idle full rate P-GSM 900 Band channel used for signalling, data or speech is allocated
and afterwards when the first time a new allocation attempt for a P-GSM 900 Band TCH/F channel is
done irrespective if preemption is successful or not, the P-GSM 900 Band TCH/F congestion time
counters are started incrementing each second until a P-GSM 900 Band TCH/F channel becomes idle.
The counter TFTCONGS or TFTCONSUB in object type CELTCHF (see Section 2.41.2) and
TFCONGPGSM or TFCONGPGSMSUB in object type CELTCHFP (see Section 2.42.2) are stepped at the
same time only if there is no free channel in the whole cell and a P-GSM 900 Band channel is
requested afterwards.
