在R12中,如果PDCHPREEMPT为空,说明在TAB 表没有打开PDCHPREEMPT功能,此时所有的动态信道都可以被清空的.
而GPRSPRIO参数只是设定在各种算法中对动态信道如何处理,是当作忙信道还是空闲的信道计算.
