可以PDP激活的用户偶尔发生Requested service option not subscribed的原因

请问,在PDP激活时,同一个IMSI在同一个小区下多次发起激活。前一次可以正常激活,后一次却不行了。返回内容中有:
7.SMCause: 33 - Requested service option not subscribed

一直找不到原因。
是不是因为第一次激活以后没有detach,手机再次发起激活导致SGSN拒绝?

    有些手机同时支持几个PDP,黑莓的就没问题。。你这个33就是用户没有签约,可以看下具体的代码

    这是用户GPRS业务没有注册,一般是用户欠费,或者开关过GPRS功能后,GPRS业务暂时关闭的信令吧,与GPRS service not allowed 差不多吧,我是这么理解的
