control plane is simple: from last Measurement report to RRC Reconfiguration Complete.
user plane :
scenario 1: data forwarding disable
UE do TCP ( ftp ,etc) , take wireshark log, check interval from last packet from serving eNB to the first packet receive from target cell.
scenario 2: data forwarding enable
also wireshark, the packet make be mixed, need check checksum to know which packet from serving and target, then calculate interval.
user plane :
